The concept of the project is to elaborate technological and organisational solutions aimed at preventing potential network crises and ensuring the energy security of Polish metropoli, as well as making the crisis management process more efficient. The project encompasses monitoring of high and highest-voltage networks (perhaps in the future also weak points in medium-voltage networks) in the context of pro-active activities aimed at preventing breakdowns - in particular blackouts - resulting from icy and torn power lines. In the future, the system will be used to optimise network burdens in order to lower losses and/or increase flow. The electrical and mechanical parameters of power lines will be subjected to monitoring, and these will be supplemented with temperature measurements and information relating to weather conditions. The system will ensure scalability allowing, in the future, for inclusion of metering data originating from AMR and SCADA systems.

One of the main aims of the EU climate policy is combating global warming, as demonstrated by the assumptions of the Energy and Climate Package and legal acts combating climate change that have been elaborated by the governments of EU member states. Poland is committed to implementing the obligations set out in the Package, but work on the legislative side has only just begun. It is therefore vital that a public debate be held in respect of the shape of the National Programme for Reduction of Emissions bringing to life the EU Energy and Climate Package, and – what’s more – that discussions take place in respect of the final provisions of the Polish Climate Change Act.
