Poland, whose energy sector is primarily based on coal, is facing a truly difficult challenge of determining its future energy mix. No other Member State of the European Union has such a big dilemma. Moreover, the condition of the Polish power generation infrastructure requires urgent large-scale investments in order to maintain energy security of the country. To make appropriate decisions regarding such investments, already today a clear vision of Poland’s energy mix for the years 2025, 2030, 2040 and 2050 is needed. The same applies to the share of distributed generation, desired for Poland. Therefore, decisions in this area should not be postponed.

A very important factor influencing our energy mix is, and will continue to be, the European Union's energy and climate policy. It strongly requires switching to low-emission sources of energy. It would be desirable, however, to make our decisions based not on the EU demands, but on our own analyses and considerations, also regarding the global trends, in order to determine an optimum energy mix that is adjusted to our needs and possibilities.

By investing in its development Poland joins the global trend of building a low-emission economy in a most reasonable and balanced way, also in order to eliminate the remaining obstacles to development between Poland and the richer EU countries while raising the living standards of the citizens. Therefore, the public discussion on the possible solutions should take into account the environmental, economic, and social aspects.

Developing a smart low-emission economy in Poland whilst ensuring sustainable development of the country

The conference is organized in cooperation with Ministry of Energy

On 12 December 2015, the United Nations Climate Change Conference COP 21 ended. The 195 participating countries from around the world, including Poland, adopted an agreement to reduce global emissions. The plan is expected to maintain the global temperature increase below 2°C. The “Paris agreement” means that further reduction of global warming is going to be a global effort, taking into account economic possibilities of individual countries, including Poland. At the conference, our country presented its achievements which may serve as positive examples for other countries. We have proven that effective climate protection can be sought in a sustainable way and without damage to economic interests of the country. The agreement also included a Polish postulate to treat forests as a resource that contributes to reducing carbon dioxide concentration in the atmosphere.


18th December 2015 in the Ministry of Energy in Warsaw took place the 11th International Conference POWER RING 2015 „Prospects of Poland’s economic development in the light of European requirements”.

On 26th of June 2015 at the Ministry of Economy took place 11th international conference NEUF 2015  entitled „Transformation of the Polish economy through the energy and industry sectors – efficiency, productivity and social dialogue

Cooperation: Public Board for Sustainable Development of the Energy Sector in Poland

Poland is one of the countries which have accepted the huge challenge of transforming their economy from scratch. This is especially important for the energy and manufacturing sectors whose stability is considered the top priority.

The objective of this year's NEUF conference is to discuss solutions for the effective  transformation of the Polish economy leading to improved energy efficiency, increased generation, transmission and distribution capacities, reliability of supplies and, consequently, a higher level of national energy security and greater energy comfort of the end users. Through political, economic and business measures, the transformation is to support the development of strong enterprises so as to ensure sustainable economic development of the country and greater competitiveness on the single European market. Failure to respond to the above challenges may, among others, threaten energy supply security, while failure to increase competitiveness may hamper the investment project potential.

Experiences of European countries which decided early on to implement thorough reforms of their energy and industry sectors (e.g. the UK, Germany and Norway) indicate that competition mechanisms and innovation are among the most effective drivers of efficiency improvement.

The global energy market is evolving very rapidly while Europe is adopting ambitious targets in the field of climate protection. According to experts, this may bring about a number of additional challenges. Worries are raised that the road map, which is a document setting out the EU's overall strategy of building a low-carbon economy by 2050, may negatively impact Europe’s competitiveness in the world. In addition, in order to be able to plan their investments, companies in the energy sector need stable policy and transparent regulatory framework. Europe is doing everything to make it happen, but it is increasingly difficult to retain on the continent the manufacturing sector entities which prefer to invest outside Europe to avoid high energy prices.

X International Conference NEUF 2014 „The power sector and low-emission economy, or how to make things profitable”

After over 20 years of functioning of Poland’s free market economy, the existing simple growth reserves are getting depleted. It is therefore time to outline a path of further development. We have been organizing Energy Efficiency Forum for fours years now. This year we decided to transform its formula into Forum of Low-Emission Economy. The reason for this change springs from the strategic importance of the National Programme for Development of Low-Emission Economy  and our share in its elaboration. NPDLE is one out of eight strategic programs of the Polish government – fundamental for all sectors of our economy and primarily for our environment.

VIII International Conference POWER RING 2012 – Energy Policy 2050 – strategic directions: Options for ensuring  energy security and promoting investments in low-emission power sector 

14th December 2012, 9.00 a.m., in the Ministry of Economy in Warsaw.


We would like to advise, that this year’s conference will be inaugurated by the speech of the Deputy Prime-Minister and Minister of Economy, Waldemar Pawlak, on the Polish Energy Policy 2050, presenting a so-called “energy four pack”, which encompasses an update on the existing Energy Bill, Gas Bill, RES Bill and Transmission Corridors Bill. 

During the four session of the conference  the following issues will be discussed:

  • Energy policy of the EU – particularly new regulations on shale gas extraction, support for trans-border connections, price formulas for imported fuels;
  • Directions for development of European energy market (fossil fuels, gas, electric energy, heating) – technologies, investments, market trends and consequences for industry and end-users;
  •  Polish policy regarding low-emission investments as well as National Investment Plan;
  • The role of construction sector in the development of low-emission economy.

Public Consultations on the White Paper for the Low-Emission Programme in Poland

Poland is going over to the „green side of power” – its transformation from a high-emissions economy to a low-emissions one is unavoidable. There can be no doubt that this reform will be a real challenge for the country. One of the outcomes of this reform will be much higher energy prices which consequently can lead to carbon leakage and decline of Polish industry.  Bearing this in  mind Poland has to plan the transformation in the way least damaging for its economy.

 The Polish Public Board for the National Programme for Emission Reduction in consultations with more than 80 professional institutions and organizations  has prepared the White Paper, a realistic programme for the reduction of emissions. However, this Programme will not be implemented if it won’t be approved by the public. Thus, this year’s edition of the NEUF conference will be entirely focusing on public consultations in respect of specific tasks outlined in the White Paper. The approval of these tasks  by Polish society and their successful realization will give Poland a chance at increasing the competitiveness of the economy whilst building energy security and healthy environment.

The Central and Eastern European Regional Energy Market

We would like to invite you to the sixth edition of our cyclical conference devoted to topics relating to the European energy market. This year, we will focus on key topics of relevance to the Central and Eastern European regional energy market.

In connection with this, we would like to take on the topic of the mechanisms and laws regulating the regional energy market. During this session, we will discuss points connected with the security of supply and strategic planning, monitoring and market integration, as well as potential mergers and acquisitions.

We hope that during next session relating to transmission and distribution systems, we will be able to tackle such issues as the planning of operational systems, the crossover between distribution activity and transborder connections, as well as connected commercial issues and tariffs.

The third part of our meeting will be devoted to the topic of renewable energy sources, gas market and intelligent energy systems. We believe that we will be able to find answers to questions relating to the impact of low-emissions, dispersed energy sources on transmission networks and the security of supply. We will also discuss the real context of the development of modern technologies and possibilities for their integration in the current energy system.

POWER RING 2008 - Integrated Power of Europe

The conference subject is extraordinarly important and up to date. Its aim is to reflect the discussion within the European Union on the level of the most important economy sectors experts, which relates to the shape of the European energy market and its impact on other sectors and environment.


The Conference is open and it is an extention of discussion started over previous editions. Mentioned problems, covering ecology, anaergy and economy, relates to various aspects of sustainable development, among others energy supply safety, EU Directives, infrastructure and energy and gas technology development, like also extraordinarly crucial for the market issue of transborder connections.
