Prosumer energy generation and smart grid as pillars of low-emission economy

The model based on mini and micro sources of 100MW - 5MW - 50kW is already well known. Less widespread and popular is the model based on pico sources of less than 50 kW. It constitutes a very crucial element of so called prosumer energy generation which can deliver at least (estimates of possible potential):
- 1500 MW – pico windmills ~ 1- 4 kW
- 1500 MW - pico photovoltaic cells ~ 1 -5 kW
- 1500 MW - pico fuel cells and gas and biogas stirling engines ~ 1-2 kW
Together they can sum up to 4500 MW of power, 1/3 out of which is stable power, more than one nuclear block. While stabilizing the system one could also add gas heat pumps and heat pumps powered by energy from RES. The technology of today allows for such solutions, soon they will be also economically effective. Even today one could estimate prices for renewable energy after 2014:
- Wind - 880 €/kW (after 2012)
- Sun - 1 400 €/kW (after 2014)
- Earth (gas) - 1 500 €/kW (after 2014)
In order to facilitate those changes proper legislation is required. Partially it will be regulated by the RES Act. According to current regulations every owner of a pico windmill who wants to supply the system with energy is obliged to register his business activity and pay social security charges ca. 800 PLN per month. In practice it would mean that in order for the windmill to pay back it would need to work for over 100 hours/day. In addition it has to meat all requirements and obligations of a windmills farm. Such conditions do not allow for development of prosumer energy generation model. Meanwhile simple solutions would seem best in this respect – it would be enough for such small facilities to be technically approved and verified by respective office. The draft of new RES Act solves this problems but only with respect to RES. It does not include CHP micro installations (it is necessary to create separate regulations for its connection to the system and support solutions for exchange of heating facilities for micro CHP) Moreover, prosumer energy generation will not become a reality without intelligent networks and smart grid. Especially that investors are only willing to invest in prosumer options as long as they include smart grid. For this reason it is crucial to elaborate proposals on support system for the prosumer model that would be presented to the Polish government. It is inevitable if Poland wants to balance its energy demand till 2016. The proposal should also include suggestions on allocation of funds from EU-ETS.

„National Programme for Development of Low-Emission Economy”

Poland turns to the green side of the force – its transformation from high to low-emission model seems inevitable. There is no doubt that this reform will be a real challenge. Most importantly, however, this reform should be implemented in a systematic manner that will bring tangible effects.
Poland aims at implementing the EU climate and energy package. Proposals made by the Public Board for the National Programme for Emissions Reduction need to be taken into account in this process in order to achieve the above mentioned goal. The White Paper, document elaborated by a panel of experts in the field of energy and economy, presents a realistic programme of emissions reduction in Poland. It will be developed into National Programme for Development of Low-Emission Economy. This year, similarly as in previous years, the conference will be accompanied by Public Hearing of the Presidium of the Public Board of the National Programme for Emissions Reduction, during which experts will present guidelines to the National Programme for Development of Low-Emission Economy. Meanwhile the main part of the conference will focus on legal, economic and technical issues which have a strategic influence on development of low-emission economy based on environmentally friendly technologies. Our speakers will also discuss issues related to prosumer solutions in energy generation. Experts from the energy sector will present realistic scenarios of necessary investments. Decision-makers will focus on climate strategy for Poland in the context of CO2 emissions reduction (including real estimates on potential new green jobs related to planned investments in RES). European Commission representatives will explain how strict requirements on emissions reduction will influence priorities of the energy policy of the EU. Representatives of Polish government will present climate strategy for Poland in the context of EU CO2 emissions reduction requirements till 2050. The conference will be composed of discussion panels chaired by journalists and will focus on the following topics:
- Does the low-emissions economy model guarantee durable sustainable development in particular countries of the EU?
- Which energy mix to chose in Poland taking into account climate requirements and energy demand – scenarios
- Development of dispersed energy sources – should it be the main economic goal for Poland?

Four sectors of gas engineering – goals, tasks, functions

The abovementioned four sectors of gas are: conventional, shale gas, LPG and LNG. According to IEA the forthcoming decade will be focused on gas. Agency forecasts indicate that demand for natural gas in Europe will rise to 600 bn m³ in 2030. At the same time integration of the European gas market coupled with infrastructural investments will ensure price level acceptable for customers. However, in order to fulfill European conditions on climate policy, Poland will need to transform its coal-based energy sector to a low-emission model. Increased use of gas may constitute one of realistic solutions. Thus shale gas may be a great chance. According to estimates of the Polish Geological Institute shale gas extractable amount from 346 to 768 bn m³. It is 2.5 to 5.5 times more than those of documented conventional gas sources (145 bn m³). While taking into account full demand of Poland for gas, including conventional sources, it will last for next 35-65 years. According to rating agency Fitch it is, however, unusual that extraction of shale gas in Poland will, similarly to the US scenario, cause a radical decrease in gas prices. On the contrary, commercial extraction of shale gas in Poland in first 10 years may not considerably affect prices. Nevertheless, it is certain that shale gas extraction will boost Polish economy and allow for greater independence from Russian supplies. The first step has already been taken. The construction cost of gas terminal in Świnoujście will pay back in 2 years and will open access to ca. 12 - 15 bn m³ of natural gas from other markets. It is worth investing in gas storage as well. Mass storage of gas may decrease gas pries to the European level. New installations are necessary as within three coming years we will run out of storage room. Facing potential chances of shale gas boom and new import opportunities (LNG terminal) it should be discussed what are other application possibilities of gas, not only as a direct fuel. It is worth reviewing which less popular technologies will allow for it. As an example may serve GTL, fuel cells, production of hydrogen or highly efficient energy production technologies. Moreover, new, pro-market regulations are also in demand. First of all the gas market should finally be liberated and gas microgeneration supported (lower tax for heating equipment based on combustion engines, prosumer act).

IV ENERGY EFFICIENCY FORUM

The Directive on Energy Efficiency, which should be published at the end of 2012 according to Danish Presidency authorities, shall lead to limitation of energy consumption by 20% by the year 2020. Congruently to its provisions the Member States shall create their own efficiency programmes. The Directive supports production of electric energy and heat from cogeneration, sets the annual target of 3% of efficiency improvement in public buildings and defines modifications in the ETS Directive. According to experts the Directive sets obligation to execute an energy audit every three years which is seen as an unnecessary bureaucratic burden for companies. It also revises rules of CO2 emissions trading which can result in increase of prices. It also highlights the importance of cogeneration, however, the obligations it stipulates in this respect are too strict and may create disincentives for investing within the EU. High targets (3% annually) set on public buildings may also be too expensive for the public budget. Experts invited to the conference will try to analyze those issues. They will also present and promote practical solutions in terms of increasing energy efficiency. Danish economy can serve as an example – its economy has doubled the volume since the 70s while the energy consumption remained on the same level. Current legal regulations set obligations on reduction of general energy consumption by 1.5% annually. Energy efficiency of Polish economy is still three times lower than the respective levels in most developed European countries and two times lower than the EU average. Moreover, consumption of primary energy in Poland referred to population is by 40% lower than in the Old Member States. Those numbers show how vast is the potential for energy saving measurements in Poland.

Energy Policy of Poland – priorities of the energy sector

European Union prepared ‘Energy Road Map 2050’, a strategic document that sets goals for European energy policy. By the year 2050 the share of renewable energy in the energy mix should account for at least 40%, whereas energy efficiency shall increase by 30-40%. These goals constitute a great challenge for Poland in terms of realization of investments in the energy sector. Poland lacks energy strategy that would be consistent with European goals. It can be noted already now that number of new investments has decreased considerably. Moreover, Polish economy may be influenced by the European climate Policy to a greater extend than post-industrial economies of the old Member States, mostly due to high-emission energy production. Thus Poland needs new energy policy that would not only be in line with the European strategy but will also take into account development of national energy potential and sustainable development of domestic economy. According to experts it should involve the National Programme of Low-Emissions Economy Development prepared by Ministry of Economy and Ministry of Environment.
Are the goals of Polish Energy Policy 2030 being met? Is it necessary to elaborate a new execution plan for the horizon after 2012? What would be the final version of ‘ Polish Energy Package’ and when will it be implemented? Will the Act on Renewable Energy Sources offer proper support system for investors? What will it offer to the industrial, most energy-consuming customers? Will extensive bureaucracy dominate the system of white certificates supporting energy efficiency? What are the real possibilities for development of nuclear energy in Poland in the light of catastrophe in Fukushima and opposition of Germany? Will the government win public opinion support for extraction of shale gas? When will regulations favoring investments in prosument energy production finally take shape?
We tried to find answers to the above mentioned dilemmas in an open discussion. In the debate took part:
